Led by Amanda Rhinehart Harrington, AICP, Rhinehart Consulting Services (RCS) brings extensive public-sector experience and a practical understanding of how planning policies, ordinances, and plans function in real-world governance. With a focus on community development services, RCS is dedicated to providing effective planning solutions tailored to the needs of local governments.
Amanda brings more than 15 years of experience in municipal and regional government, including her roles as a City Manager, Planning and Community Development Director, regional planning director, and Principal Planner with the State of Tennessee’s Local Planning Assistance Office. This diverse experience informs RCS’s collaborative working style and deep understanding of the legal, administrative, and political realities that local governments face.
